New eInvoicing requirements for New Zealand government agencies: what you need to know

On 5th November 2024, Small Business and Manufacturing Minister Andrew Bayly and Economic Development Minister Melissa Lee announced new eInvoicing requirements aimed at speeding up payment times to government suppliers. Beginning January 1, 2026, all New Zealand government agencies handling more than 2,000 domestic invoices annually will be required to adopt eInvoicing. This mandate is intended to streamline payment processes and boost overall transactional efficiency within the public sector.

These agencies must also adhere to stringent payment timelines. By January 1, 2025, a goal has been set for 135 government agencies to pay 90% of their domestic invoices within 10 business days. This requirement tightens by January 1, 2026, when 95% of invoices must be settled within this timeframe. From 2026, compliant eInvoices will need to be paid within 5 business days of their receipt.
