Compatible with EHF Billing 3.0

Norwegian rules have been included into Peppol BIS Billing 3.0 without extensions or extra rules, making EHF Billing the national version of the Peppol standard. For public sector organisations and private businesses, this essentially means that Peppol BIS Billing can be used both domestically and when transacting with partners in the international market. 

eInvoicing in Norway

Along with other Scandinavian countries, Norway was among the first to mandate eInvoicing for B2G back in 2011. In that year, central government authorities were required to receive and process invoices electronically, and by 2012, they were also required to send eInvoices in line with the European standard.

These developments put Norway well ahead of other EU countries, whose public contracting authorities were only required to receive invoices electronically in April 2019, the date with which EU Directive 2014/55/EU came into force. Earlier that same month, Norway had passed regulation FOR-2019-04-01-444, which obliges non-central Norwegian public bodies to send, receive and process eInvoices according to the EU standard. 

Today, Norway remains the undisputed leader in Peppol adoption. Not only was the Norwegian Agency for Public and Financial Management (DFØ) the first Peppol Authority in the world, through initiatives aimed at helping private businesses to adopt Peppol for B2B transactions, the country continues to add to the steadily growing number of participants in the global Peppol Directory.

In 2023 to date, the number of Peppol network participants has increased by 8,09%, or almost 50.000 in total. Of this number, Norway alone accounted for over 21.000 new participants, a domestic increase of 8,32%. This is by far the highest number in terms of absolute growth, and in the top 10 in terms of relative growth. Some entities are using open-source Peppol Oxalis for connection to their software, while many others are leveraging the quick set up, support, and extensive functionality that Peppol infrastructure companies like Tickstar can provide.
