eInvoicing in Germany

Germany boasts a modern, forward-looking economy and strong business ties to neighbouring Western and Central European countries. It is no surprise that Germany has pushed ahead with ensuring it becomes a leader in digital business practices.

In 2017, national public authorities were mandated to have the capability to receive and process XRechnung invoices. This was the first major push for eInvoicing to become widespread. In 2018, this effort was furthered as the German National IT Planning Council adopted Peppol as the framework to transport eInvoices to public authorities. 

In the same year, the Coordination Office for IT standards (KoSIT) became the German Peppol Authority, the 10th worldwide. New regulations in 2020 saw that public contractors would have to use eInvoices during the procurement process with federal authorities. Moving beyond B2G, the German government is now looking at mandating eInvoicing for B2B transactions.

Compatible with the domestic XRechnung and ZUGFeRD 2.0 standards, international businesses connecting to German public sector bodies use Peppol BIS Billing 3.0, the international standard that can be easily customised to comply with specific countries’ laws.
